The current worldwide trend for authorities to issue instant fines for imagined offences is
nothing but
THEFT.  The citizen is guilty until he proves himself innocent.  This is totally
against all principles of English law that have stood the test of time for many centuries.  Be it England, the US or New Zealand: officially sanctified theft.... is still theft.  After all is said
and done, being legal doesn't make it honest.  Unfortunately authorities have given
themselves the power to create laws to suit their own purposes.  Namely, raking in billions
from the long-suffering public to subsidise their standard of living.  The public are never
asked if they consider the laws justified.  The unidentified boys in the backroom make up
their greedy minds and Bingo.  Honesty and decency bite the proverbial dust.
              
In New Zealand, if you don't pay your taxes or council rates by due date, a massive penalty is added.  But if you pay in advance, no discount is given and no explanation volunteered  One can only conclude that greed is the sole motivation, not the desire to serve the community in a just and proper manner.  Even the NZ justice system is designed to protect the interests of authorities.  Personal truth and honesty are irrelevant: the establishment must be upheld regardless.  Guilty as charged, plus court costs. 
Sick...Sick...Sick.

Drive a few MPH over the limit and a ticket arrives accusing the unidentified driver of being a freeway terrorist, a danger to shipping and a menace to low flying aircraft.  Instant $100 fine and if not paid by yesterday, another penalty is added.  You can write an explanation but the ticket issuers sit in judgement of themselves and back comes the reply that your evidence is not accepted.  Cough up, or else!  You can go to court but it's cheaper to pay the fine than spend money defending your integrity.  The system is designed to protect the financially belligerence of the authorities.  Commonsense states that there's nothing undisguised about weak-minded bureaucrats raising funds to justify their employment.  If they had any gumption, they would be employed doing something more intelligent than putting ticks in little boxes.

The tick-in-box council bureaucrats failed to send the bill to renew my dog licence. 
Naturally I don't spend my nights wondering.... is my dog legal or is she a four legged renegade destined to immortality as a council defying symbol of canine tartar teeth?  Like most people I wait for the bill to arrive and write a check.  Fund raising reared its ugly head and the unpaid licence equated to an instant $300 fine, which is more than most speeding tickets.  Why couldn't the council have picked up the telephone?  Maybe utilizing initiative is too much like hard work for the bureaucratic geniuses who don't look out the window in the morning because they'd have nothing to do in the afternoon?  Then they have the impertinence to say they have the interest of the public at heart.
                   
Which is inherently more dangerous, an unlicenced dog or a tonne of metal hurtling down the freeway?  From the bureaucratic point of view it doesn't matter as both  are exploited for financial gain the honest person so rightly calls
THEFT.
